Help Fairy Tail cosplay
I'm now hoping to go to Doj-con (next month) as Lucy Heartfilia from Fairy Tail in her Grand Magic Games outfit. However I'm having trouble on how to make the cape/necklace part, I'm using shoulder pads and a cut up top and some foam to make the basic part of it but I'm struggling with the construction of it like how can I fix the parts together. I'm just now sure I do have an idea of how i'm doing the back of the cape just not the front. Any help would be great as I have less then a month now until Doj

hmmm
Shouldn't be too hard to do, you can either get a pattern for a full sized cape and edit it down
or make two small semi circles out of material then try them on over your head and measure it to the right shape.

as for the necklace bit, you can find a cheap turtle or high neck t-shirt then cut it to the right shape then either dye it or cut it slightly to make a pattern for you material. don't forget to put either a zip, velcro or popper at the back so you can easily take them off.

Break it down into basic shapes first of all. Simplify it as much as you can. The front segment is literally a diamond shaped point with a yellow border.

While I can't directly mention any quick fixes for keeping it all on, I can suggest some pale coloured straps for your skin tone. At least then you can wear it without it strangling you from the cape side or worry about it falling apart.
