I'm going to be getting around 3m of red fabric to make the skirt above. However... I have no idea how to make it puffy and long and big...etc I have a petticoat but it's a short tutu-like one and I'm most likely going to use it underneath. But any ideas on how to make the skirt puffy like that?

I also need help making the skirt itself. I've made a skirt before but it was short and A-line and I have no idea on how to make it long and 'swishy'.

There are several ways. I personally would go down the circle skirt route.

Here's some detail.

What Catnip is wearing here is a circle skirt with a (organza) petticoat underneath. What I did for it (as I made it ;p) is cut out two large semi-circles out of poly-cotton, then eight semi-circles of organza (had I used tulle like I was suppose to it would have been four, I just prefer how organza falls so I used that instead). Then cut the waist semi-circle in (fold semi-circles in half, place the semi-circles together, and cut a quarter circle). Then you cut a rounded waist band.

You essentially need to do the same thing, but length the skirt so it falls where you need it to. I would also recommend getting a longer petti - in my opinion, using a short petti under a longer skirt causes the skirt to hang oddly.

I used this pattern piece (don't buy from this site, it's takes ages to come cause it's from the US). However this one should also be of use to you.

I would agree with a full circle skirt! It would give you all the swoosh you need. Make the waist measurement too big though and gather it to fit to get the gathered look at the top, like it does in the image

and it is the poofiest petti I've evr owned! I recommend using chiffon rather than tulle or net because it holds fluff/poof much better. In my experience, tulle and net tend to either deflate or do crazy things.
Make the petti a good couple of inches shorter than the main skirt to avoid it showing when you move/bend/sit. It's just not ladylike to go flashing your undergarments haha!

Hmm, from the artwork I would've said that was a two-tier gathered skirt (just from the little lines under the black trim midway down the skirt and those under the waistband). I'm sure a circle skirt would be fine though, both methods use a lot of fabric and would require a petti underneath, so just go with whatever is easiest for you
