Coat help

Can anybody help? I want to make the coat for this cosplay, just to complete it. It's not essential, but I want to make the costume as accurate as possible.

So, how would I go about making this coat? Any help would be greatly appreciated.

Honestly, the absolute best way would be to make a base coat in the right colour, and then make all those petals/leaves/whatever they are individually and sew them all on. If you really want to go all out, you could even stuff them - make two petal shapes, sew round the edges (leaving a small hole), turn it inside out, put in some toy stuffing, and then sew a line down the middle for the definition. It would look ace - and take hours, so it depends how much you want this coat!

Thank you. That seems to be the best idea, as I had a friend who suggested the same thing. It's going to take hours, but it'll be worth it.
Thanks again for the assistance.

Is say make stuffed leaves - sew the two halves together then after filling them sew the crease down the middle to give them more shape.
As for making the actual coat, as its clearly leaves inside and out, either cover both sides of the coat, attach the leaves steaight to one another in the manner of scales, or have a base coat made of netting or similar to attach them to so you can see them from both sides - though the last option would be noticably different, it'll be easier for if you don't have the time to make enough leaves.
