Also you could try websites like: http://www.cosmates.jp/ They have a wide range of dresses in various styles. Maybe worth looking to give you and idea on the styles you want to look for http://www.lolitadress.co.uk/lolita-dresses-1385 These guys seem to be resonably priced But failing that you could always put out a request on the Marketplace here - saying that your looking to buy Lolita Dresses and something might come up As for jewellary I love to buy stuff from these guys: http://www.punkypins.co.uk/ I know it's not strictly lolita but you can buy al lot of gumball charms to make your own lolita piece Though if you want to have a go at making your own dress I highly recommend Gosu Rori (Gosu Loli) magazine. It includes various styles of outfits from sweet, punk and gothic. And includes a pattern for most of the outfits pictured (some are advertising.) They are based in Asia, but their shipping is so fast. I ordered a dress, a wig,a bow and a bag from them on th 26th December (for New Years) And they arrived on the 30th. Really fast, and that wasn't EMS!
