I think the best thing to do would be modify an existing plastic sword. You can buy all the parts for modifying swords online but I would be tempted make them out of foam, especially if your using a plastic sword. Also I wouldn't buy the proper hand wraps I would just buy cord that looks the same. You can even buy replica swords for around £30 online but do be careful because of UK law you cannot import certain Katana from other countries, so unless it is UK based I would avoid ordering as Customs will steal your sword forever

You could try using a bokken (wooden practice katana) as your base.

If you're planning on taking your sword to conventions I would highly discourage you from making it out of a bokken as these are still considered weapons and most (I'm almost certain all) UK conventions won't allow you to carry it around with you.

I would recommend either a plastic sword (as mentioned above) or make it out of balsa wood - there's lots of tutorials that tell you how to do this online. Good luck.
