I could send you a really simple tutorial on how to make pleated skirts if your interested It's very very simple and can make one in half a day - a day depending on you speed of sewing. Only the blue used in DC is really specific and such a pain to find parts that match. The jacket mentioned looks really close so probably worth getting it and then getting fabric to match If you want I could link you the tie I used when I cosplayed Ran - should have the link on ebay somewhere
