Can anyone help? I want to commission the above costume, shirt waistcoat and pants plus any info on gloves and boots if possible. Really grateful for any replies.

You can probably get some similar looking boots and gloves just by looking on ebay.
I would also buy the trousers/leggings yourself - try looking for grey leggings in shops or for dance clothing online. I expect you can buy them yourself cheaper than the price a commissioner would charge.

Then it's just the shirt and waistcoat you need
