I'm cosplaying Fei's outfit from Miss A's Touch promotions but I'm not sure what to make it from.

If you watch this video you can see that the material doesn't really move like most fabric, like it's quite thick or plasticy?

I have no idea what to make it out of, so does anyone have any idea?

it looks and moves like craft foam to me. But they're wearing skin coloured mesh tops underneath which the bands are stitched to.

I agree it does look stiff like craft foam but might be worth getting some matt pvc/leatherette fabric?

It's latex/rubber sewn to powernet/mesh. You can get it in pre-cut strips too. It's hard to work with, but if you're wanting the exact fabric then that's what it is. You'll need to check if you have a latex allergy before using it, but you can get similar latex free alternatives if you are.
