I've encountered this problem before, but it's only recently occurred to me to do something about it.
I've got dark eyebrows as I have dark hair naturally, they're also rather thick. I'm doing a cosplay at Kita which will require blonde hair. Having done a blonde character before with my eyebrows left alone, it just doesn't look right and I don't want to count on having a fringe long enough to cover them.
any suggestions would be great but I really dont want to go down the shaving off route or anything which will leave my eyebrows permanently blonde seeing as I'm dark in day to day life. I'd like to explore all options as it's probably not an uncommon thing to encounter in cosplay.

Here's a method I've not yet used but have heard it works; First, paint your brows with PVA glue, following the hair follicles Then, once dry, paint over with desired shade of acrylic. It may take several coats (of glue AND paint) but that's essentially what I was told to do. Most of my costumes require wigs with long fringes so I've not used it yet. Note; PVA merely puts a coat so you can paint onto something. Both wash off with water. |

I've only ever tried it on Richard to give him turquoise eyebrows. It does work great though. I'll probably give that a go and mix up a bottle of the right colour before the con though so I don't have to stress out about getting the right shade on the day!

Get an unused/spare mascara brush. Dip it into your concealer - brush over eyebrows. :'D Usually takes two to three coats but it works. :3 Obviously, it won't make your eyebrows blonde... just lighter. My friend suggested that you can get spray on hair colour... just spray it onto a flat surface, dip the mascara brush in, and brush lightly onto eyebrows, over the concealer? Just make sure it's a wash-out product! s: |

I coat them in a few layers of facepaint, using a fine paintbrush. Follow the hairs and it works a treat. |
