Now I've been doing the research for it but to be honest, I'm really stumped.. I was thinking Piping for the ribbed sections but if someone actually knows what the name of this stretchy leather looking fabric is on his coat, It'd be mighty awesome if you could!

Most likely some kind of Fake or real Neoprene fabric would work. Neoprene is hard to work but the Fake stuff is easier to sew on a machine. Finding a fabric with the ribs is possible. or you can pay someone a ton of money to fabricate it.

You could replicate the ribbing by smocking a fabric... if you couldn't find anything else...

Not sure if that would work on thicker fabrics, but it may be worth consideration.

Also going to suggest Neoprene... its basically the kind of fabric that wet suits are made from ^.^
As for the ribbed sections.... that could be quite difficult but it might be possible to find a fabric that is corded like that, your piping idea sounds like it could work pretty well though

An alternative to neoprene would be wet look lycra. It's cheaper.

After looking through it I also managed to Identify a couple of different elements- one involving kevlar fabric (2 meters for £24 was such a good deal for effectiveness..I'll be bullet proof at this rate)

But I could also get away with fake leather and Wet look Lyrca since it's within budget. I'm just trying to find the corrugated sections and think the best thing I could think of is toilet piping (>.< oh god!)
