Craft foam is probably the most cost effective option. There's a tutorial here. Alternatively, there's heat-activated plastics like Wonderflex or Plastazote, but they are more expensive.

What about camper mat foam? A little thicker and responds well to heat treatment.

I was thinking eva foam which would be the same, if I backed it on shin pads It should be ok. The thing is that due to so many people not respecting a costume, exprcially when you wear a mask because people pull on you or as Ive found out recently want to nick parts, lol. Foam dosent stand up to much. but thicker might be better It just might be one of those parts that you will have to remake after a packed expo

Im making an Ashe cosplay too n i have found a tutorial (not sure if you have seen it yet) on how to make her thigh armour using eva foam and polystyrene plastic. It looks sturdy and long lasting. I haven't tried it yet, but I have used the same technique in another cosplay and it works very well. And the plastic stopes the foam from tearing.

Sorry if it is a bit late in the day now :/

craft foam is actually quite sturdy if you coat it in pva or mod podge, if you are still worried about it being tough enough then you can back it with some thin cardboard, this means it wont effect the shape of it but its quite tough.
craft foam can get dented or bent under stress though so not ideal if you think people will tug on you.

also i loved your machiko costume

Plastazote. I've taken a pretty hard fall in a full suit of 'zote armour and it just took it.

Use 6mm.
