Personally, I am more than happy for Shueisha characters to be used during the preliminaries (as long as the competing team changes their entry for the final) and we already have Toei Animation as a sponsor so I'm sure they won't mind us using their characters such as Dragon Ball and One Piece.
However, that's not to say that I'll randomly be informed of some random piece of bureacracy that says we can't use Shueisha characters - shall try and confirm with HJ (oh how I love working with the Japanese...)
Also, it will depend on the date for the preliminaries. If HJ keep their word and stick to March then it's fine, but any later and I don't think that would leave the teams with enough time to prepare a new performance + costume for the final.
