Found the above sitting just underneath the forum boxes. What's it doing there? Is it meant to be there? It's a tad confusing if it is.

That is kind of meant to be there. It's an indication that you can't post topics at the very top level in the forum. We will look into hiding that message but it may be a little tricky.
