It's not the puppet guy from the anime- it's one of the guys from the Noah's Arc circus plot in the manga (: They look pretty similar (want to do the puppet guy too!), but they're not the same X3

Ahh cools! I did look at the ref. art after I commented and noticed the skeleton arm so assumed it was probs a diff character. The puppet guy is awesome, I wanna cosplay him too...or the Viscount.
